Without budgetary expenditure control

"Even if an audit institution would exist, which is not the case here, it would have nothing to do. It is because the Government does not submit annual financial statements to the Parliament, so there would be nothing to audit, said the President of the Anti-Corruption Council, Mrs. Barac for the Novi Sad daily  "Gradjanski list". 

She stated that problems in the public finance are particularly referred to by the ex Minister of Finance, Mr. Mladjan Dinkic, "who, during his three years in the Parliament failed to submit a single budgetary finance statement or a budgetary report".

Mrs. Barac added that the Concession for the Highway Belgrade – Horgos should not be awarded, because Serbia has merely a "technical Government". Therefore, the process of awarding of the concession can not be completely transparent. She stated further that she coincides with the President of the Parliament of Vojvodina, Mr. Bojan Kostres, who said earlier that Minister for Capital Investments, Mr. Velimir Ilic had personal reasons on account of which he insisted on the conclusion of this deal before the dissolution of the Government.  

"Mr. Ilic proclaims capital investments at his personal discretion, and his decisions are not based on realistic criteria", claimed Mrs. Barac. 

She indicated that the Republic Committee for Conflict of Interest should check the origin of the money that Mr. Velimir Ilic was using to build the Cardiovascular Center in the village Kaculice near Cacak.
