Verica Barać - "Selfcontrollers" (Politika)
In developed democracies there are authorized institutions whose assignment is to deal with the property of officials, instead of themselves who use it only for election purposes. Leaders of the coalition that participates on the next elections under the slogan “European Serbia” have disclosed their property and income to the public. Mr. Cedomir Jovanovic, president of LDP and Mr. Dragan Todorovic, vice - president of SRS followed their example. The initiative for public disclosure of property and income of public officials has been launched by Mr. Dinkic, president of G17 and a minister as well. Without questioning the data authenticity, the fact that the officials are in charge for this issue points out the abuse of the fight against corruption for election purposes, and essentially speaking it is more deceiving than informing of public. Namely, in developed democracies, this issue is under authority of special institutions who deal with disclosure report matters, and not the officials who are to be the subject of control. The Republic
Committee for Resolving Conflicts of Interests has been authorized for dealing with disclosure report. The Committee was established on the basis of Law on Prevention of Conflict of Interests in Discharge of Public Office in April 2004, and constituted in January 2005. However, in the beginning of 2006. Ministry of Justice prepared a draft of Law on Agency for the fight against corruption which foresees canceling of the Committee while at that time existing Minister Mr. Stojkovic claimed that this institution was not working well. In September 2006. the Committee delivered its suggestions for amendments of the Law on Prevention of Conflict of Interests to the Government which would ensure more efficient work, but the Government did not reply. In June 2007 the public had an opportunity to ascertain that there are some serious lacks in a part of the Law which regulates data delivering for disclosure report: Božidar Đelić avoided to mention the shares in Meridian Bank which he indisputably possesses under excuse that he is obliged by the regulations to disclose only the property which is registered on his name without the property registered on his firms.
Having in mind that the Law considers cousins and aunts as related persons, but not the juristic persons with proprietary share of an official, the Republic Committee suspended proceedings against Mr. Djelic. However, at the same session the Committee issued a decision that the officials are obliged to notify all their property and managing rights in their disclosure reports along with data regarding juristic person in which they have shares with an explanation that those data are not to notify only for tracking the assets before and after performing public function, but for identifying related persons.
Several months after it, the Ministry of Finance prepared a new draft of the Law on Agency for the fight against corruption which foresees cancellation of the Republic Committee. Eight years ago, before coming to power, DOS offered a contract to citizens with an obligation of building democratic institutions. Nowadays, instead of delivering sound reports, the officials who have been making complications to the Republic Committee for years are inviting journalists to their own flats for a cup of coffee showing how modest their flats actually are and how nice their wives are. Nevertheless, the minister, who needs one more room for improving his music talent, has been disposing with almost complete state finances for the last seven years without approval of the balance sheet of budget by the Parliament. The citizens do not have any reliable information regarding spending of the public finances although the Law on Audit Institution was adopted in November 2005.
However, the Audit Institution has not started working yet, so Serbia is the only country in Europe without Audit Institution.
Afterwards, a citizen goes out in the street and watches very expensive election campaigns, party – gatherings with members who have come by busses from all over the country, pupils who have been released from school classes for these occasions, reports from jet - set parties with ministers and their wives wearing evening toilets more expensive than reported assets. In forthcoming days, political parties will submit their reports on financing by taking journalists through their premises presenting their nice secretaries, showing the ancient plant from the time of coalition “Zajedno”, phone which was used while defending University from Mr. Seselj, good old “Pentium 1” used for perforation of media blockade. In 2008, the media for which independence we have been fighting make small talks in the apartments of ministers instead of overlooking the building and activities of state institutions. The contract with the citizens was not obeyed, the officials are not willing to take responsibility for their work during last eight years, and they are offering us a new contract for European course of Serbia. Who will be willing to sign it?
