Verica Barać: Eight years later (Politika)
People in our country are divided on those who hope that reforms will bring them new jobs and those who believe that reforms have been conducted in order to make them stay without their current employment.
A society like ours finds it very difficult to build democratic institutions because of the divisions regarding almost every important issue on its future.
On the elections in September 2000 the citizens declared against isolation and they rejected the regime which had excluded them from Europe and brought them wars and sanctions. Almost eight years afterward, Serbian citizens were in the same situation again where they had to decide for or against the European course in the atmosphere where the President of the state received death threats. He was also forced to make excuses that he is not a betrayer, while some ministers stated that he became uncontrollable, and the others demanded prosecutor’s protection.
The key event on Serbia’s return on the nineties course is without any doubt the assassination of Prime Minister Đinđić, which stressed not only the triumph of war-predatory forces, but also the beginning of cohabitation among democratic parties in order to find a suitable way for conducting reforms.
We shouldn’t be against cohabitation and we shouldn’t make objections to Mr. Tadic because of his speech after wining elections in February where he said that he was going to talk with Mr. Tomislav Nikolic the day after election results were published. Serbian political reality which has been confirmed by election results shows us that the society is deeply divided on conservative and European block. Negative effects of restructuring of the economy have led to deepening of this gap on yearly basis. Because of that, it is very dangerous for the strongest democratic party to believe that it is able to draw together over 50% majority into its own corner. Ignoring the deepness of abyss towards a huge part of the society marked as “losers”, pro- European parties are making the ambient where the losers will be easily manipulated by Radicals – «winers» in all regimes, as Milosevic’s partners and as the biggest opposing party after 5th of October.
Because of the differences regarding basically every question about its future, a society like ours finds it very difficult to build democratic institutions, and searching for compromise is one of the most important prerequisites for successful transition towards democracy. Unfortunately, the compromise between reformists and conservatives existed only between their bosses, in other words in calculations regarding maintenance of power. In the same time the losers in our society resist to all reform processes, maybe even stronger than four years ago when the cohabitation concept was actually promoted.
In the contract signed with the citizens in 2000. DOS accepted an obligation to schedule elections for the Constitutional Assembly a year after reaching the power. The promise wasn’t fulfilled and the former DOS parties have continued to devastate every institution on their way as well as on the way of their investors. The Committee for the Protection of Bidders has been ruined in order to provide Mr. Velimir Ilic carry out his capital plans. The members of the Securities Commission were arrested in order to provide Mr. Milan Beko purchase „Knjaz Miloš”, Commercial Court has been disassembled in order to provide Mr. Miskovic settle accounts with Mr. Radulovic regarding takeover of C-market…Six years after dismissing Milosevic, democratic parties have rich an agreement with parties of former regime to impose citizens the Constitution which brings judiciary under stronger control of the executive authorities than before. Instead of the consensus among citizens regarding the state they would like to live in, the Constitution has brought an agreement between political parties on how to legalize their will and to keep the division on those who hope the reforms will bring new employment, and those who believe that the reforms have been conducted in order to leave them without their jobs.
It is clear now what Mr. Ilic had in mind when he said that the President of Serbia was out of control. The invitation from Mr. Dinkic to state institutions to react on death threats addressed to Serbian President came after his party had agreed with the text of Constitution which allegedly guards Kosovo and basically destroys institutions who are obliged to react on assassination threats. Prosecutors Office doesn’t react, because it has been in acting status since 2000. Its independence has been broken by parties in power and opposing parties imposing us the Constitution according to which the prosecutors are being dismissed and appointed according to the desire of parties’ bosses.
