Seminar on corruption in Novi Sad

As part of the series of lectures, organized by the Centre for Peace and Development of Democracy, Member of the Anti-Corruption Council, prof LLD Mr Danilo Sukovic, gave a lecture on the following subjects:

  • The National Anti-Corruption Strategy of the Republic of Serbia.
  • Privatization and corruption.
  • Local government and the fight against corruption.
  • Chief Audit Institution.

On the subject of the National Anti-Corruption Strategy, three basic pillars, on which this Strategy is based, were indicated as follows:

  • Legislation and repression.
  • Prevention.
  • Education and anticorruption way of life.

Prerequisites relevant for the successful realization of the adopted National Anti-Corruption Strategy have been especially analyzed, namely: political will, public support, resources, endurance, etc. 

The second issue referred to the problem of corruption in privatization. It has been indicated that the corruption in privatization depends on the swiftness of the privatization process, transparency, as well as the chosen model of privatization.

The third issue referred to the fight against corruption in the local government. Seeing that the local government becomes more and more important, due to the stronger process of decentralization, the fight against corruption on the local level should become more present.

It is obvious that the city government may become trustworthy only if a high level of transparency in the process of decision making is present, as well as a high level of the participation of the civil society in this process. Finally, the issue of the significance of the establishment of a chief audit institution in charge of the control of the budget resources, both on central and local level, has been argued.
